Are students nowadays prone to Drugs?

Schools in different parts of the philippines specially in some parts of mindanao are now conducting a drug test to know if there are students who are positive. In region X as I have heard in the news there were 11 students who are positive in the drug test. The said students were taking marijuana. Who is more responsible, the school or the parents? For me, everyone is responsible for this case. Both school and parents are responsible for this because they are the one who must guide and teach a student in doing what is right. Every person is responsible for his/herself so no one can be blame. A student must know how to choose his/her friends because some friends can also be a bad influence. In making an action we must know the bad and good effect of it. We must also learn how to accept consequences in our actions.
